House Republicans Seek Information From New Jersey Vendor on Alleged Software Error that Registered Thousands of Noncitizens to Vote

WASHINGTON, D.C. – Today, House Judiciary Committee Chairman Jim Jordan (R-OH), House Administration Committee Chairman Bryan Steil (R-WI), House Judiciary Subcommittee on Oversight Chairman Jeff Van Drew (R-NJ), and House Administration Subcommittee on Elections Chair Laurel Lee (R-FL) sent a letter to IDEMIA CEO Matt Cole requesting information regarding New Jersey's registration of thousands of noncitizen voters.

According to New Jersey Governor Sherrill, a "serious software error in New Jersey's Motor Vehicle system led to the improper voter registration of" roughly 6,600 noncitizens. Governor Sherrill claimed that an error affected "individuals [who] indicated that they weren't citizens and weren’t eligible to vote, but the software registered them anyway."

Of the 6,600 noncitizens registered, approximately 400 of them voted in elections after they were incorrectly registered. Using IDEMIA software, the state Motor Vehicle Commission (MVC) sent the information of noncitizens to the Department of State's Division of Elections and the noncitizens were then registered to vote. Governor Sherrill blamed an error with IDEMIA's software.

IDEMIA has refuted Governor Sherrill's claims that the software error was the cause of the improper voter registrations, instead blaming the New Jersey state agencies.

As IDEMIA explained, "all 6,600 individuals indicated 'Yes' to wanting to register to vote and 'No' to being a US Citizen," and that this information "was recorded correctly and always available to the MVC via the database that the MVC utilized to gather voter information and transmit it to the Division of Elections." According to IDEMIA, the registration of noncitizens appears to have ended only when the MVC asked IDEMIA to change certain settings in June 2024, but the noncitizens were not removed from the voter rolls and the issue was not publicly disclosed until July 2026.

Based on this information, the Committees are concerned about the application of federal law in New Jersey as it pertains to accurate voter registration, as well as the effect that New Jersey's failure to identify and remove noncitizens from its voter rolls has on the civil liberties of American voters and their ability to elect their representatives. As the vendor that provided the software that allegedly made an error, IDEMIA has relevant information regarding the nature of the supposed error, the information collected by its software that New Jersey had in its possession, and how IDEMIA communicated with New Jersey state authorities about fixing the error.
